1. Create an account
Register on the Hawaiʻi State Legislature website so you can submit testimony and track bills.

2. Find the bill or hearing
Search for the bill number or browse hearings to locate the measure you want to comment on.

3. Click “Submit Testimony”
On the hearing notice page:
- Select Support, Oppose, or Comments
- Write comments directly or upload a document
4. Submit before the deadline
Written testimony is typically due at least 24 hours before the hearing, so plan ahead.
5. (Optional) Testify live
You can request to provide oral testimony by Zoom or in person during the hearing. Speaking time is usually 2–3 minutes.
